that command is OK except it should say 
     fill /i=1:138 /j=1:90 
instead of
     fill/ i=138/ j=1:90

Try it first without the /i and /j specifiers, just use /l=1 to select
the time step.

yes? shade /l=1 psfc,xlong,xlat
yes? go land

I think your problem may be that go land plots coastlines by default,
not country borders.  Do you actually have a coastline in your domain? 

To get country borders as well, try this:

go land 1 " " 2 3

The first argument is the coastline pen/color.  Second argument is
empty (" ") or "basemap".  Third argument is pen/color for country
borders, fourth argument is pen/color for USA state borders.

To see it for the whole world, do

go land 1 basemap 2 3
