The error that's being reported,
OPeNDAP Error: An internal error was encountered in HTTPCache.cc at line 1016:
is coming from the OPeNDAP library. The last release from OPeNDAP did
have some new error messages we had not seen before. All versions of
Ferret from v6.6 onward are linked with the netCDF4 library for netCDF
and OPeNDAP access.
We are planning a release of LAS v7.1.1 very shortly; this is a bug-fix
release with one or two small new features as well. This release will
require Ferret v6.62, which is linked with netCDF 4. If there is an
error with the dataset or its configuration, we will see different and
I hope more useful error messages.

datasets, like WRF. oos.soest.hawaii.edu is our proxy to
lawelawe.soest.hawaii.edu:8080. Urls of the latter form are not
accessible outside of our firewall but are the required form for
lawelawe to call LAS services of itself. Actually, this is something I
recently worked out with Roland: using urls with our proxy (oos) in
productserver.xml were not working.
So, any other ideas why NCEP is giving me this strange error message?
The same set-up worked in LAS6/Ferret6.1 but no longer works in
LAS7/Ferret6.5.

That TDS doesn't seem to be working. The TDS address that you give
later is working though...

Check the url attribute that you have for the variable would a
starting point. If that is set correctly there may be an incorrect url
attribute in productserver.xml.
