[las_users] Another bug fix release...

Hi,

In the spirit of release early, release often we've put out another 
minor bug fix.  This only affects you if you use the LAS Categories and 
wanted to reference a category by the ID generated by LAS (like in the 
index.html page).  In previous versions the IDs would not be the same 
after a restart.  Now the generated category ID will not change unless 
the category XML changes.
