Ben,
when I run addXml.pl I usually invoke it from the $LASroot/server 
subdirectory where my LAS is installed.  This would mean the script 
would find files by relative paths such as ../xml/perl

So, try

# cd /usr/local/las/las/server
# ../xml/perl/addXml.pl /usr/local/lib/grads/coads_climatology.cdf
