an addition to Joe's comment:
It looks like you don't have write access to the ../ui/jsconfig
directory.

I ran into this scenario recently.  I had regen'd my server as root
(which I don't normally do) during a LAS upgrade, which had changed
permissions on several files.  I used chown/chmod to change ownership
and access back to something more friendly and was then able to regen
the server as my unpriv'd self.
