Turns out all three of you gave more-or-less the same solution.

Once again, my understanding of time and ferret's process of averaging/inter-
polating along a time axis is horribly awry.

One of these days I'll get off my fixation on "years" and use "days" instead.

Using your suggestions ('let atemp = temp[gt=annave@AVE]' and 
'define axis/t="01-JAN-1030":"31-DEC-1441":365.2425 /unit=DAYS annual') I've
got my processing working properly.
