My apologies for not reading your question carefully enough.
I think your definitions are fine, and you can verify that by
plotting them without the /overlay qualifier.

It looks to me as if what you are seeing is in the PLOT/OVER
command, and the plot that's already been drawn does not have a
calendar time axis. Here are some commands that produce the same
message.
yes? define axis/t=1:132:1 index_time_axis
yes? let var1 = t[gt=index_time_axis]
yes? plot var1
yes? define
axis/edges/t/units=months/t0=15-dec-2004/t=15-jan-2005:15-jan-2016:1/calendar=360_days
tmonthly
*** NOTE: /UNIT=MONTHS ... using 1/12 of
360.00 days
yes? let var2 = t[gt=tmonthly]
yes? plot/over var2
**ERROR: inconsistent data grids: Differing calendar
axes:
first variable is on NO_CALENDAR axis
