You might already found how to read ascii files following Ansley hints, but if your problem was also to assign a time axis to your data, it might me interesting try the attached script.
I've tried to read the itp.data file "as is", ie, start by reading a 2D var, then stripping off the first column, then convert to 1D with 1752 months, but I found much simpler to create a 1 column data file with linux commands.
