Horizontal color bars can be made with

yes? fill/key=horiz

See the documentation for color-plot commands for information on /KEY= such as
SHADE/KEY=RIBBON/KEY=

There are more detailed settings available for color bars using the PPL SHAKEY command - label intervals and label formatting, the size of the bar, and location on the plot page, and so forth. That documentation is here:
