Ferret does not output PostScript.  It can create a GKS metafile that can then be converted into PostScript using the gksm2ps program supplied with Ferret.

What you wrote can be done with PyFerret.  But in PyFerret it is better to just use FRAME /FILE=... Ferret commands (in your example FRAME /FILE="http://tasmax.2021-2050_1970-2000.ps") and forget about the -batch command line option.  This would also allow you to create multiple PostScript (or PDF) image in one session, which appears might be the case in what you sent.
