It is possible, explore the repeat command to do the animation on the fly
in your case you can script something like this
repeat/l=1:20 (shade /vlim=670:1400/lev="(0,1,0.05)" qcloud*1000, xlong, height;plot /nolab /over /line /vs xlong,hgt/1000)
one problem I face here is the screen goes off between each frames. Saving frames to gif and later using "whirlgif" or unix "convert" command could be possible workarounds.

shade /vlim=670:1400/lev="(0,1,0.05)" qcloud*1000, xlong, height
plot /nolab /over /line /vs xlong,hgt/1000
