Well, you could remove the right hand axis as you suggest:

PPLUS AXSET TOP,BOT,LEFT,RIGHT (1 is on, 0 is off)

pplus axset 1,1,1,0

BUT, I don't believe that it will plot outside of the graph (I could be wrong, and it would be easy to test).

You might have to do the stick plot mapped onto a longer time axis, in addition to turning off the right side axis. You would also then probably have to play with PPLUS AXLEN, etc. to make sure things still line up with the lower plot.

Is there a way (probably with some plotplus commands) to remove that right-hand axis and permit the vectors to be drawn to their full length outside of the axis boundaries?
