Hi Chan Joo,
i succeed in solving your problem applying some manuality. here is what i did:

use yourfile.nc
list/file=argo.txt temp_qc

!after this you should do some tricks in this ASCII file:
(1) delete the first some lines, delete the beginning of each line and delete the " symbols
(2) change " " to "0 "(here i have spaces)
(3) then change the numbers that are not your wanted 1,2,5 to "0 ". in this case: the "4" to "0 ".
(4) finally "1" ("2" and "5") to "1 " (and so on...)
i attach how my argo.txt file looks now.

then continue in FERRET:
def ax/x=1:48:1 xax
def ax/y=1:11:1 yax
def grid/x=xax/y=yax xygrid
set data/ez/var="qc"/grid=xygrid/column=48 argo.txt
let qcmiss=if qc gt 0 then qc
fill/lev=(0,35,5) temp[d=1] !here is the original temp field
fill/lev=(0,35,5) temp[d=1]*qcmiss !here is temp with quality flag

There should be a nicer and more automated solution, but hope this helps,
