Can you send an example showing what's not working?  We have a number of tests which do work with the open-ended levels and SHAKEY; for instance,


use coads_climatology
shade/nolab/set/lev=(-inf),(4,28,2)(inf) sst[L=1]
ppl shakey,1,0,-0.1, , , , , ,7.5
ppl shade


fill/set/lev=(-inf)(5,25,1)(inf) sst[L=1]
shade/title="shift shakey left and up"/lev=(-inf)(5,25,1)(inf)/set sst[l=1]
ppl shakey ,,0.12,,,,9.2,,1.8
ppl fill
