Hi Jagadish,
In the T0TIME record of your descriptor file, the hour, minutes, seconds 
portion of the date has a decimal point in the for the seconds. 
'1-JAN-1900 00:00:0.0'   I think this is what's causing the trouble. Try 
changing this to '1-JAN-1900 00:00:00'
