VECTOR/SET ....
PPL WINDOW,OFF
PPL VECTOR

Now the lines (and anything else, like frinstance the continent 
outlines) will extend past the box limits. If this is a problem, 
then reset ppl window,on before plotting the continent outlines.

Another thing to note is that VECTOR/SET/XSKIP=/YSKIP= may not
carry through the XSKIP/YSKIP values. Not sure what is going on
here. In that case, specify them in the plot command:

PPL VECTOR/xskip_value,yskip_value
