You want the embedded expression zero filled width feature
http://ferret.pmel.noaa.gov/Ferret/documentation/users-guide/variables-xpressions/EMBEDDED-XPRESSIONS#_VPID_183
something like
REPEAT/L=1,120,12 ( shade sst; frame/file=frame.`l,zw=4`.gif ) ! evaluate "L" padded to spaces with zeroes like fortran I4.4
should give you files like
frame.0001.gif
etc.
