Benyang,

I agree that your descriptor file looks good but here's a wild guess:

Your file name with quotes and comma may extend past the 72nd column.

What happens if you set the FER_DATA environment variable to include

  /tmp1/btang/projects/c19_gm12/mitgcmuv/exe/kf_bc_runs/tmp3/

and then just use 

      S_FILENAME    = NAME.cdf

in the descriptor file?
